So let me explain what this very important picture above means. If you own a home in 48215, no need to panic that we are already 2 weeks past the launch date. They are giving you a full 3 month to voluntarily step forward and register. Registration is free. You're basically raising your hand and admitting you're one of the properties they are looking for. Also saying "I want to be good!" which may earn you some points. Since I've heard the new Compliance Board is willing to send people door to door to find the rentals, I highly recommend registering. If you don't, and they find you (which it sounds like they will), you will get slapped with a hefty fine. I just heard about a 90 year old lady who let a friend stay in their old family house, her only non-homestead property, and the city gave her a $1,500 fine for non-registration. In a situation the city has shown mercy before, there was none to be had.
The Compliance Date is 6-months from the Launch Date. In that window they expect you to have scheduled your city inspection, make any required repairs, and pass the re-inspection. Just assume you're going to fail the first time around. They all have something but for once the city decided to be gracious so they do not charge for the re-inspection.
